Sir,
I am directed by Earl de Grey to request that you will acquaint the Secretary of State for War that he is of opinion that the time is arrived when H. M's Land Forces may properly be withdrawn from Shaughai;
but that he is also of opinion that not less than three Battalions of European Infantry should for the present be allotted for service in Hong Kong, China and Japan.
